If my 5yo can recognize his letters and knows their sounds but that's about it, should I start with the ETC ABC books or ETC 1? Oh, and if I ask him what a word starts with he can usually tell me. TIA

Start with book 1. The others are preschool level... teaching sounds and matching f=f and b=b, not f=b, etc. Book one starts with very basic CVC words.

I guess I should have added that he is just know starting to write. Does that change your answer?

I was going to suggest starting with the ABC books anyway because of the writing component. He might fly through them, but it was very much worth it when my dd did them.

Yes, for sure! Same for my dd. In the Abc books they only write the lower case letters, which my dd hadn't really done yet. So it was worth it for us.

My son was bored to tears with the ABC books. To the point we never finished them. He was just learning how to write also. In our experience book 1 was a better start. It gave him great practice to write and really there is not that much writing.
